Leo has been bounced around too much

Leo is only 6 months old but has never been able to find stability. His original family left the terrier mix with a dog sitter and then decided they didn't want him. The dog sitter kept him, but then had to surrender him to a shelter in rural Virginia after she faced financial problems. Now, this puppy is in a shelter, scared and wondering whether he'll ever find a forever family.
