The Whidbey Homeless Coalition is committed to ensuring that homelessness is a brief and rare occurrence in our community. These 2025 statistics reflect the significant contributions made by WHC in removing individuals and families from homelessness.


House of Hope Program 


The House of Hope, operated by the Whidbey Homeless Coalition, serves as a 90-day emergency shelter for families and single adults experiencing homelessness. Guests are referred to the HOH program by the Housing Support Center of Island County Human Services or can directly reach out to WHC. The shelter, located in Langley, Washington, can serve up to 15 individuals at a time depending on family size. Once guests are admitted into the HOH program, case management is provided by HOH staff with the primary focus on housing stability. Other supportive services, such as mental health, financial wellness, parenting support and employment assistance are also available and coordinated within the guest’s action plan in collaboration with other community social programs. In 2025, the House of Hope provided shelter and services to 10 households comprising 13 adults and 10 children.


With on-site case management, WHC can accompany our guests throughout their stay in the program and provide ongoing support as they transition into permanent housing, ensuring a lasting and positive impact. Our program prioritizes employment, budgeting, health and wellness, and parental support, establishing a structured foundation for successful transitions.


Haven Program


The Haven Program has served 134 unique individuals and provided 5,272 bed nights in 2025. Twenty one individuals have transitioned into permanent housing, while six individuals have entered and completed treatment.



Providing emergency shelter,hot meals for dinner, on-site showers, and a meeting space for partners to offer referrals and on-site case management. Our nightly shelter consistently accommodates an average of 29 guests, with the capacity to hold 30 individuals per night. Haven staff prioritizes local guests based on their vulnerability list, which is updated based on their current status. We average 80% of our guests originating from Island County. While we have seen an increase in numbers, these are still primarily individuals from our community. When working with individuals from other communities, we utilize diversion funding programs. We have made significant progress in achieving positive outcomes and continue to transition individuals from our program into housing and treatment programs. Registration is currently open at 3:45 pm, seven days a week, at Spin Cafe, located at 1241 Barlow St., Oak Harbor, WA, 98277. We currently remain open 15 hours a day, Monday through Friday, and 16 hours a day, Saturday and Sunday.


Our staff actively engages with guests to address barriers, provide referrals, and connect them with various community resources to overcome challenges and chart a path forward. Since opening in 2017, we have assisted over 500 unique individuals, continuing to offer our services with open arms, compassion, and dignity.
