Rosco faced horrible neglect

Rosco is a 1-year-old shih tzu who was seized from his owner in rural Virginia. His fur was so matted that it was impossible to tell what he was, and his too-small sweater had grown into his body and hair from wearing it continuously since he was a puppy. We are so thankful Rosco is out of the horrible living conditions he has faced, and we are committed to finding a happily ever after for this poor dog.
